A man and woman from Cambridgeshire were arrested on suspicion of child neglect and animal cruelty today.
Officers attended a house in Stonald Road, Whittlesey this morning as part of a pre-planned visit.
The man and woman are both in their 30s and from Whittlesey.
"An investigation has been launched and enquiries are ongoing,” said police.
