Planners are recommending dog lover Lesley Broker can turn her garage into a grooming parlour despite objections from some neighbours.

Critics argued the parlour on St Francis Drive, Chatteris, could cause issues with parking, noise and water disposal.

It has been claimed that the parlour, which would groom three dogs every week day between 9am and 3pm, could harm residential amenity and effect parking and access to St Francis Drive.

But Sandeep Bains, development officer at Fenland Council, is recommending the planning committee agrees change of use for a trial period of a year.

He said it was “unlikely to cause any detrimental harm.”

Councillors will be told that “concerns of noise from the dogs and the dryer has been raised to which it is noted that the applicant clarifies that no commercial dryers will be used during the grooming process.

“Low levels of noise will be emitted from the garage due to it being internally covered with plasterboard and double glazed windows and doors.”

Planners who assessed the application added that “any intensification of use may prove to be unacceptable.

“Therefore it is recommended that the proposal is granted temporary permission for 12 months to allow for the site to be monitored and to ensure that the business is conducted in a manner that will protect the amenity of residents.”

The committee will make a decision on the parlour on August 17.
