Fenland Council’s planning committee has refused planning permission to a dog-lover who wants to convert her Chatteris garage into a dog grooming parlour – despite the council’s development officer recommending it could go ahead.

Lesley Broker’s application to turn her garage on Francis Drive was met with criticism by nearby neighbours, who claimed that it could cause noise and disrupt access to the drive.

Despite the objections, Sandeep Bains, development officer at Fenland Council, had recommended the planning committee to agree to a change of use for a year-long trial period, but it refused the application on the grounds of noise, parking and access on Wednesday.

Ms Broker’s proposed parlour would have groomed three dogs every week day between 9am and 3pm.
