The bid to build 95 houses at Estover will be one of the most controversial planning applications of recent times to go before Fenland Council.

Opposition to the application by St John’s College, Cambridge, is substantial – but it is still being recommended for approval.

There is, however, one aspect to this application that we take issue with– the compilation of the 106 (community benefit) agreement.

Put aside the attempt to lessen – dramatically- the provision of affordable housing, it is the NHS response that angers us the most.

According to a report to councillors, officers say that NHS England told them “we currently have GP capacity in the March locality and would therefore not be seeking a section 106 agreement”.

The NHS has told Fenland District Council that GP surgeries in March have capacity to boost patient numbers without some additional funding.

Amidst the myriad of documents on the council website for this application we couldn’t find the NHS report that says this.

The chairman of Fenland District Council planning committee, Alex Miscandlon, assured us it was there – but as of tonight it is not on the council website.

This is a crucial document – and we have been promised it will definitely be there on Monday.

However we don’t believe for a single moment March GPs have the capacity for claimed.
